You do not need to subscribe to send a message to the list; however, please note that unsubscribed messages are moderated, and may take a while before they hit the list—usually around a day. If you want your message to show up immediately, please subscribe to the list before posting. The list archives are at http://lists.gnu.org/pipermail/bug-wget/.
An NNTP/Usenettish gateway is also available via Gmane. You can see the Gmane archives at http://news.gmane.org/gmane.comp.web.wget.general. Note that the Gmane archives conveniently include both the current list, and the previous one. Messages also show up in the Gmane archives sooner than they do at lists.gnu.org.
wget-notify
In addition to bug-wget@gnu.org, there is also a mailing list which automatically receives any bug updates from the BugTracker: wget-notify@addictivecode.org. Note that the domain name is addictivecode.org, not gnu.org. Subscription information may be found at http://addictivecode.org/mailman/listinfo/wget-notify, or send an email to wget-notify-join@addictivecode.org.

The following mailing lists were being used as the primary mailing lists for GNU Wget, and have been superseded by bug-wget@gnu.org. Since previous discussions took place here, the archives for these lists are still valuable.
This was the main discussion list for Wget. There are archives of this list at http://www.mail-archive.com/wget%40sunsite.dk/ and http://news.gmane.org/gmane.comp.web.wget.general (which also continues to archive the current list, bug-wget@gnu.org).
